Formed in 1894 along with the York, Escrick and Flaxton Out-Relief Unions. All four out-relief unions were attached to the York Union, otherwise known as the Joint York Union.

Formed along with Bishopthorpe Rural District Council as a result of the Local Government Act 1894. Abolished with the Local Government Act 1929.
Functions, occupations and activities
Administered out-relief for the 6 parishes within the York Poor Law Union that were, at that time, part of the West Riding of Yorkshire. Members of the Bishopthorpe Out-Relief Union along with members of the other three out-relief unions also sat on select committees of the Joint York Union for the purposes of administering indoor relief for the whole Union. As the Bishothorpe Out-Relief Union was jointly administered with the Bishopthorpe Rural District Council, councillors also acted guardians for the out-relief Union.
