      History

      Established with the The National Assistance Act which formally abolished the Poor Law system and replaced it with a National Assistance Scheme. It covered those not covered by National Insurance Act 1946 including the physically disabled, homeless persons, the elderly and unmarried mothers.
      Replaced the Public Assistance Committee, later the Social Welfare Committee (1929-1948), which itself had previously taken over functions from the Board of Guardians (1837-1930). Replaced by the Social Services Committee (1970-71) (with an overlap of two months).

      Functions, occupations and activities

      Carried out the council's responsibilities for welfare assistance for un-insured persons by providing residential care, relief payments and support. The committee instituted sub-committees including concerning 'handicapped persons' and 'accommodation'. It liaised with private and charitable providers of the same services such as the Yorkshire School for the Blind. Day to day business included the management and staffing of care homes and maintaining a register of the blind. The committee also nominated representatives to serve on other bodies in the region.
