    Appointed in 1891 to manage first free public lending and reference library based in Clifford Street in the former Mechanics Institute. Purpose built central library built in 1920s supported by Carnegie fund. Branch libraries opened throughout twentieth century. Supported by assistant librarian initially, and then growing team of staff. Post typically held by long-serving professionally trained librarians. Also supervised Information Bureau (mid twentieth century). Supervised work of the City Archives and City Archivist at various times.
