Managed library service. Until the mid twentieth century all operational decisions were referred up to the committee, such as staffing and book purchases. Supported by assistant librarian initially, and then growing team of staff. Post typically held by long-serving professionally trained librarians. Also supervised Information Bureau (mid twentieth century). Supervised work of the City Archives and City Archivist at various times.
