Primary purpose to assist "deserving" unemployed men and women who had been resident in York for a minimum of one year through assistance finding work, aiding migration by paying travel costs, or providing work directly through work schemes. They took over an existing labour bureau from the Citizens' Assocation, and renamed it the "Corporation Labour Bureau".
