The City of York was covered by three relief districts, with a Relieving Officer for each district. Each Relief Committee dealt with applications in one of the relief districts for a four-month period before moving on to the next district.

General context
In 1906 the Guardians of the York Out-Relief Union applied for and obtained an order from the Local Government Board (later Ministry of Health) which allowed them to establish three committees for hearing and determining applications for relief. The committees functioned under the York Out-Relief Board and later the Public Assistance Committee.
