One of the standing committees of the York Poor Law Union. Responsible for the assessment of the rateable value of properties for the purposes of collecting the poor rate. The poor rate was a tax levied on property owners and was the principle means of financing the poor law and provision of relief.
Reported to the Board of Guardians of the York Poor Law Union.

Dissolved with the introduction of the Rating and Valuation Act 1925

Assessment Committees were established in 1862 by Boards of Guardians to act as rating authorities. Prior to this the administration of rating was largely carried out at the parish level by overseers. In 1925 responsibility for the administration and collection of rates was handed over to local authorities.
